Few days ago 3 boys were kidnapped and have been found. Another one has been kidnapped. Despite the fact that police caught the initial kidnappers these ones were so bold to still do the forbidden act.

The father of the 3 boys said he paid ranson, is it that despite the fact that police was involved but they paid ranson could that have encourage this second set of people to also kidnap? Can't the police ensure ransom isn't paid at all but still recover the victims...
